As the global business landscape continues to evolve, public-private sector collaboration has emerged as instrumental in building a resilient and future-ready economy. In Dubai, this partnership forms a key pillar in the work of Dubai Chambers, which is dedicated to fostering open dialogue between the private sector and government to shape effective policies, address business challenges, and unlock new growth opportunities.

Dubai Chamber of Commerce, one of the three chambers operating under the umbrella of Dubai Chambers, plays a leading role in representing the interests of the business community and driving constructive engagement with government stakeholders. Central to these efforts are the chamber’s 100+ sector-specific Business Groups and 40+ country-specific Business Councils, which represent the interests of a broad range of industries and markets across Dubai’s dynamic ecosystem.

These platforms serve as powerful engines for policy advocacy. In 2024, the chamber coordinated the review of 107 laws and draft laws in collaboration with Business Groups, with 58% of the private sector’s recommendations ultimately adopted. This reflects the effectiveness of structured, sector-led input in shaping a more favourable legislative environment.

Through regular consultations, dialogue sessions, and collaborative workshops, Business Groups and Councils enable companies to voice concerns, share insights, and contribute to the development of smart, business-friendly regulations.

Beyond advocacy, these groups and councils play an active role in building strategic partnerships, supporting industry-specific initiatives, and promoting knowledge sharing within their respective communities. Their work directly contributes to enhancing the competitiveness of Dubai’s business landscape, encouraging investment, and ensuring companies of all sizes have a seat at the table in policymaking processes.

“Chambers of commerce have a vital role to play in bridging the gap between the public and private sectors,” commented Maha Al Gargawi, Vice President of Business Advocacy at Dubai Chambers. “Through our Business Groups and Councils, we are not only addressing current challenges; we are laying the foundation for future success by shaping policies that reflect the needs of the business community.”

This model of inclusive collaboration is part of a broader strategy to position Dubai as one of the world’s best cities to do business. It aligns with the goals of the Dubai Economic Agenda (D33), which aims to double the size of Dubai’s economy and reinforce its role as a global hub for trade and investment.

As chambers of commerce worldwide look for effective approaches to support their members and influence policy, Dubai’s experience offers valuable insights. By creating a unified voice for the business community, facilitating continuous engagement with government, and anchoring sector-led advocacy in real-world challenges and opportunities, Dubai Chambers is shaping a business environment that is agile, transparent, and primed for sustainable growth.
