The UAE Circular Economy (CE) Policy focuses on accelerating the transition to a resource-efficient and low-carbon economy through four key priorities: sustainable food production and consumption, green infrastructure, sustainable manufacturing, and sustainable transportation.

National and Local Laws, Regulations, Policies, and Projects

Regulatory & Policy Framework

At the federal level, the UAE has established a strong foundation for the transition toward a circular economy through the UAE Circular Economy Policy 2021–2031, which sets long-term national objectives for sustainable resource use across key sectors. This policy is reinforced by a comprehensive number of environmental laws and regulations, including Federal Law No. (24) of 1999, which provides the overarching framework for environmental protection and pollution control, and Federal Law No. (12) of 2018 on Integrated Waste Management, together with its Executive Regulation under Cabinet Resolution No. (39) of 2021, which focuses on waste reduction, recycling, and recovery practices nationwide. The UAE has Climate considerations are further integrated through Federal Decree-Law No. (11) of 2024 on the Reduction of Climate Change Effects, aligning emissions regulation with emerging carbon market mechanisms, while broader sustainability objectives are articulated through The UAE Green Agenda (2015–2030) and the National Framework for Sustainable Development. 

 

At the local level, Dubai has translated these national ambitions into strategic initiatives and regulations, mainly through Executive Council Resolutions No. (52) of 2022 and No. (124) of 2023, which regulate single-use products via phased restrictions and compliance requirements. These regulatory efforts are supported by long-term planning instruments such as the Dubai Integrated Waste Management Strategy 2021–2041 and the Dubai Clean Energy Strategy 2050 and Net Zero Carbon Emissions Strategy, which embed circular economy principles within energy transition and climate neutrality goals. Law No. (18) of 2024, together with technical guidelines issued from the Waste and Sewerage Agency under Dubai Municipality, establishes practical mechanisms for waste segregation, recycling, and treatment across the Emirate of Dubai.

 

Complementing this regulatory and strategic framework, a range of national and local initiatives which include the Circle Dubai InitiativeNe’ma (National Food Loss and Waste Initiative)Dubai Can, and the rollout of Extended Producer Responsibility (EPR) schemes demonstrate the UAE’s integrated approach to advancing circular economy objectives through policy, infrastructure, and community-driven action.
